PROJECT DESCRIPTION
The Government of Botswana, through its policies outlined in National Development Plan 9 (NDP9) and Vision 2016, was interested in promoting the diversification of the economy, increasing competition and enhancing the role of the private sector in order to foster stronger economic growth. The Public Enterprises Evaluation and Privatisation Agency (PEEPA), was established to implement the privatization programme.
PEEPA procured consultancy services to review the existing policy/regulatory frameworks in Botswana’s various infrastructure sectors to assess the market/operating environment of each sector and to identify required regulatory reforms and advise on appropriate regimes.
SERVICES PROVIDED BY STRATEGY & ECONOMICS
S&E acted as Team Leader in this World Bank funded project targeted at identifying the regulatory requirements and priorities of Botswana’s utility infrastructure industries (transport, water, energy and communications) and producing recommendations as to an appropriate organisational framework for their delivery.
Once consensus had been reached on a regulatory strategy, the work entailed drafting enabling legislation and creating an implementation plan for realising the agreed policy.
