PROJECT DESCRIPTION

In 2009 the Indonesian President committed to reduce national green house gas emissions through domestic efforts by 26% and through international support by 41% by 2020 as compared to the business as usual (or “BAU”) case.  The dual achievement of low carbon growth and emission reduction targets will be a huge challenge.  A major part of that challenge is the development of viable alternatives to the BAU carbon-intensive investment patterns that can genuinely provide prosperity and employment and are supported by Indonesian decision makers.  The adoption of Energy Efficiency (EE) measures is a key strategy for achieving this balance as it seeks to meet economic growth targets but at a lower energy cost.  S&E provided the Team Leader in this project advising the UK Climate Change Unit (UKCCU) on how it may best utilise a significant allocation of funding for EE investments in Indonesia as part of a broader climate change mitigation initiative.

SERVICES PROVIDED BY STRATEGY & ECONOMICS

The work involved carrying out a comprehensive sector analysis and developing a series of business case options for the UKCCU to consider.  The business case evaluation included a full economic appraisal of the value for money of potential plausible options for support including a cost benefit analysis in relation to a do-nothing scenario.
