PROJECT DESCRIPTION
The World Bank Indonesia Social Development Sector is currently providing assistance to the Government of Indonesia (GOI) in implementing its National Community Empowerment in Rural Areas Project or Program Nasional Pemberdayaan Masyarakat (PNPM-Rural). Within the core PNPM-Rural program, there is a funding window/pilot program known as ‘Green PNPM’ which places a particular emphasis on the funding of decentralized micro-hydro power (MHP) schemes – which are not only in demand by many rural communities, but are also dependent on a continued and protected water flow which is best ensured through communities’ effective management of surrounding water catchment areas.
SERVICES PROVIDED BY STRATEGY & ECONOMICS
Strategy & Economics provided the Team Leader in this project that entailed carrying out an economic, social, financial and technical assessment of PNPM-Rural. More specifically, yhe project addressed a number of specific questions including: What are the actual costs associated with PNPM Green MHP schemes? What is the implementation and management quality of PNPM Green MHP schemes? What identified economic impacts can be attributed to PNPM Green MHP schemes? How do the costs, quality, and economic benefits of PNPM Green MHP schemes compare with other approaches to rural electrification throughout Indonesia? What are the most effective models for delivering technical assistance to communities planning, designing, constructing, and operating MHP schemes?
