PROJECT DESCRIPTION
CDIA is an international partnership initiative established in 2007 by the Asian Development Bank (ADB) and the Government of Germany, with additional core funding support from the governments of Austria, Sweden, Switzerland and the Shanghai Municipal Government. CDIA provides assistance to medium-sized Asian cities to bridge the gap between their development plans and the implementation of their infrastructure investments.
The assignment entails providing project management as well as infrastructure financing expertise to support the work of the CDIA programme.
SERVICES PROVIDED BY STRATEGY & ECONOMICS
Responsible for four main tasks:
(i) Acting as Regional Manager for SE Asia and the Pacific which entails:

Liaising with National Government departments to identify and plan urban investment policy priorities and potential interventions.

Linking identified projects to finance which entails working with international and national funding agencies.

Working with cities in the SE Asia and Pacific region to prioritise their infrastructure investment requirements.

Creating a pipeline of investment project opportunities.

Procuring project teams to produce pre- and full feasibility studies (P/FSs) for high priority infrastructure projects.

Managing P/FS project teams – focus sectors include water, wastewater, solid waste, energy and transport (bus and rail).
(ii) Acting as CDIA’s finance specialist which involves reviewing the economics and finance sections of P/FSs commissioned by CDIA colleagues for cities located in countries across Asia.
(iii) Designing and developing assorted initiatives related to improving the links between infrastructure projects and financing.
(iv) Authoring and revising assorted CDIA materials such as a Financing Handbook, a Linking-To-Finance training course, an Excel-based Project Prioritisation model, etc.
