PROJECT DESCRIPTION
The Republic of Moldova is currently suffering an energy crisis, resulting in an exceptional rise in energy prices affecting the most vulnerable sections of the population. As part of the actions to reduce energy consumption, a number of energy efficiency (EE) rehabilitation initiatives have been proposed by the Moldovan Government. The EEPBM is a €68.7 million financing facility to fund potential EE initiatives.
SERVICES PROVIDED BY STRATEGY & ECONOMICS
S&E’s Managing Director was tasked with preparing a cost-benefit analysis for identified EE investment options, producing a financing plan and associated contractual structure (including the grant / debt financing blend for each EE investment), assessing the financial capacity and economic performance of EE implementation bodies, and contributing to the design of the project monitoring framework.
