PROJECT DESCRIPTION
The NERC was created by the Electric Power Sector Reform Act 2005 as the electricity sector regulator. IPA has been appointed to assist NERC staff develop their skills and knowledge base and to support the development of the regulatory framework.
SERVICES PROVIDED BY STRATEGY & ECONOMICS
Project activities included:
NERC design, process and policy – assisting NERC to finalise its structure, identify required resources and to recruit permanent staff. We helped NERC to develop its strategy, identify its policy priorities and to establish internal procedures.
Transfer of knowledge and capacity building – the main body of the project is focused on building NERC capacity during the development of the key elements of the regulatory framework, including:

Licensing of industry operators

Development of interim and ultimately final pricing/tariff arrangements

Development of technical codes

Creation of customer protection policies

Development of competitive power purchase arrangements

Production of a communications strategy
Training delivery included formal regulatory, skills-based and functional courses / seminars as well as ‘on-the-job’ training on a day to day basis. Training modules included:: Regulatory Governance (Overview of Regulation Policy Design and Delivery) – two day course; Economics for Non-Economists – two day course; Engineering for Non-Engineers – one day course; Customer Service – one day course; Basic Finance – one day course; Power Sector Reform, Structure and Institutions – two day course. Each training module was delivered to approximately fifteen staff.
Support on major Government reform initiatives – we supported the NERC in its formal role in the development of the Government’s Rural Electrification Strategy, and similarly in the Government’s policy for encouraging private sector participation in Distribution Cluster Units.
