PROJECT DESCRIPTION
The water and sanitation sector in PNG remains seriously under-developed with a majority of the population – particularly in rural areas – failing to enjoy a safe and secure water supply and even fewer households having access to improved sanitation. In its 2010-2030 Development Strategic Plan, the Government set a target of 70% of the population to receive both an improved water supply and sanitation service by 2030. A major impediment to achieving this ambitious target is the absence of a National Water and Sanitation Policy and, within this strategy, there also needs to be a clear organisational framework.
SERVICES PROVIDED BY STRATEGY & ECONOMICS
Strategy & Economics is providing the Institutional Advisor in this project targeted at developing an appropriate and effective institutional framework for delivering and regulating rural and urban water, sanitation and hygiene services (WaSH) for inclusion in the WaSH Sector Policy, with a particular focus on service delivery in rural areas and peri-urban settlements. An effective institutional framework may be defined as a situation where there are clear lines of responsibility for water and sanitation service policy making and delivery and appropriate incentives and resources provided to support these endeavours. The existence of such a framework provides a vital ingredient to establishing and implementing an effective National Water and Sanitation Policy.
