PROJECT DESCRIPTION

 

The water and sanitation sector in PNG is seriously under-developed with a majority of the population, located in both urban and rural areas, not having access to a safe and secure water supply.  Two public water utilities – Water PNG and Eda Ranu – are charged with providing water and sanitation services in the country with the former being responsible for service provision in the capital and the latter responsible for the rest of the country.  This project entails working with both utilities and Water PNG in particular, to assist in developing a strategy for extending service provision.

SERVICES PROVIDED BY STRATEGY & ECONOMICS

 

S&E is carrying out three specific activities: carrying out a financial and economic analysis of PNG’s two public water utilities, helping facilitate PSP in the sector and contributing to the development of a national water, sanitation and health (WASH) policy.  More specifically, the work includes reviewing current funding flows and mechanisms in the WASH sector, working with Water PNG to develop financial strategies and criteria for extending services to un-served towns (and increasing connections in existing areas), examining the potential for additional private sector participation in the water and sanitation sector and working with Eda Ranu and Water PNG to develop a community service obligation (CSO) funding application process (and developing associated financial models) in order to expedite matters as and when the CSO law comes into effect.
