PROJECT DESCRIPTION
ANRE is a public, independent regulation established in 1991 to create and implement an appropriate regulatory system to ensure the proper functioning of the electricity, heat and gas markets in terms of efficiency, competition, transparency and consumer protection.
This engagement was designed to help ANRE develop its regulation policy in a number of different areas to help it fulfil its mandate.
SERVICES PROVIDED BY STRATEGY & ECONOMICS
Provided specialised technical assistance to the National Regulatory Authority for Electricity and Heat (ANRE) to further develop the body of regulations necessary for the establishment and monitoring of a market based power system and to facilitate private sector involvement in the sector. We had three specific responsibilities:

The first involved analysing alternative approaches for compensating distribution/retail companies who must provide electricity service at a national uniform tariff but at the same time face their own, unique, cost structures.

We also developed a set of rules and procedures for ANRE to help ensure the financial viability of new and existing licensed companies.

Finally, we worked on proposals for introducing a capacity market to sit alongside a spot energy market to help assure long term system reliability.
