PROJECT DESCRIPTION
This was a major project to provide a reliable, affordable and sustainable water supply service and improve sanitation in the service area of the Guma Valley Water Company. Major project elements include:

To prepare a Strategic Framework with a 10-year planning horizon. This Strategic Framework will include both Plans and financial projections, to improve the water supply services for Freetown’s rapidly increasing population;

To identify and prioritise a list of projects for immediate/short-term implementation (planning horizon 5 years) that fit within the longer-term strategy – the Priority Phase Investment Plan (PPIP).
To prepare detailed designs and tender documents for the first year of the PPIP and preliminary designs for the remaining PPIP works (that is years 2-5).
SERVICES PROVIDED BY STRATEGY & ECONOMICS

Identifying present and future demand for water supply and sanitation services in all areas of the city, and the most appropriate ways of meeting the demand in each area within the physical and financial limitations.

Identifying the economic and financial requirements for delivering improved and sustainable water supply and sanitation services.

Preparing a staged capital investment plan and designs / cost estimates for a Priority Phase Investment Plan for the first five years.
