PROJECT DESCRIPTION
The Government of Yemen (GOY) wished to reform its water supply and sanitation (WSS) sector. A keystone of the reform programme is to separate policymaking and regulatory powers for water and sanitation services from operational provision and the management of those services. There was an urgent need for a new study and workshop to justify and promote the establishment of a National Regulatory Authority by defining in more precise terms the division of tasks and responsibilities in the urban WSS sector at the national level.

Project activities included:

Review of available sector reform documents

Describe and discuss regulatory models and experiences

Formulate definitions of the regulatory roles and responsibilities for successful oversight of sector

Propose and design the organisational structure of the new regulatory agency to ensure its independence and accountability

Describe how a centralised national regulatory authority would correspond with the sectoral set-up involving regional and local organisations

Explain in some detail how urban WSS Regulation in Yemen could actually function and the challenges that a regulatory authority could face in the Yemeni context

Provide recommendations on legal requirements to establish the proposed regulatory authority (drafting any necessary by-laws, decrees, amendments to existing legislation)

Present the options and implications for the establishment and development of a regulatory agency in a consultation workshop

Draft a detailed action plan for setting up the regulatory agency
